No. It is a hint about which URL to show a given searcher, not a ranking signal. A page can rank well or poorly with or without hreflang; this fixes targeting, not position.
A tag that only points one direction. Google treats hreflang as a reciprocal signal, so if the US page does not link back to the Canadian one, Google will often ignore the whole pair.
