Who currently holds ownership decides how this runs
If you can already log in with owner or primary owner access
then add the new manager directly yourself, no dispute or waiting required. This is the situation for most businesses that simply never checked who actually held ownership on the listing before now.
If the outgoing agency holds primary ownership and responds when asked
then simply request they add your new team as a manager and step down afterward. There is no need to involve Google's formal process at all when the current owner is willing to cooperate.
If the outgoing agency is unreachable, has closed, or refuses to cooperate
then Google's own request access process, built specifically for verified representatives of the actual business, becomes the path forward. It requires real proof of your connection to the business, not simply an email explaining the situation.
If the listing shows a suspended banner rather than a straightforward ownership question
then you are looking at a different problem entirely, a policy suspension rather than an access dispute, and it needs its own reinstatement process rather than a request to change who manages it.

Google Business Profile takeover questions
No. Reviews, photos, and your listing's posting history are tied to the profile record itself, identified by its own listing ID, not to whichever account currently manages it. Adding or removing a manager, or even changing the primary owner, does not touch any of that history.
Google's request access flow is built for exactly this situation. As a verified representative of the actual business, you can request access to a profile whose current owner is unreachable, and Google reviews that request against proof connecting you to the business, rather than requiring the old owner's cooperation.
They are separate situations with separate fixes. Losing access simply means somebody else's account controls a listing that is otherwise working normally. A suspension is Google itself pulling the listing out of search over a policy issue, which regaining access will not undo on its own. Check the listing's actual status before deciding which path applies to you.
Not a good substitute for a real handover. Everything the current listing has built up, reviews, photos, post history, starts over at zero on a new one, and Google's own systems often catch a second profile sitting at the same address and suppress both of them together. Taking over the original listing keeps that history working for you instead.
