A service business that moves, changes its phone number or opens a second location ends up with old details on dozens of directories, and those mismatches are one of the things Google weighs when it decides whether to show a business in the map pack. Citation work is the unglamorous task of finding every listing, fixing it, and building the missing ones on the directories that matter for the trade and the city.
BrightLocal and Whitespark are the two tools most local SEO practitioners reach for. Both do citation research, both sell citation building as a service, both track local rankings, and both have added Google Business Profile and review tools. They differ most in how they charge.
Whitespark: a published price for every product, bought separately

Choose Whitespark when you have one to a few locations and want to buy exactly one thing: a citation audit for a month, a one-time listings package after a move, or a cheap Google Business Profile tool at $1 a month per location. Its published prices make the cost of a small job knowable before you sign in.
Choose BrightLocal when you manage many locations and want rank tracking, citation tracking, listings sync, GBP audits and review campaigns in one platform with one login and one report, and you are willing to request a quote for your location count. Its per-citation building price is also the easiest to model for a bulk cleanup.
