SaaS demand generation RFP: the pack for hiring an agency to build your pipeline

In short

This RFP pack scopes demand generation for a SaaS company: content, paid search, and the funnel from a free trial or demo through to a paying account. It covers the CRM and product analytics access a vendor needs, who owns the campaigns and data if you switch vendors, and the questions that catch a bid priced like simple lead generation.

Key facts

  • A SaaS buying decision usually involves more than one person, a user who wants the tool and a manager or finance approver who signs off on the spend, so a demand generation plan built around a single decision-maker persona is missing half the actual buying committee.
  • The number that matters most in SaaS demand generation is trial-to-paid or demo-to-close conversion, not raw sign-ups or leads, since a campaign can flood the top of the funnel with free trials that never convert while looking successful on a lead-count dashboard.
  • Review sites such as G2 and Capterra influence SaaS buying decisions directly, since prospects often check them before or during a sales cycle, and a demand generation plan that ignores review site presence is ignoring a channel competitors are actively working.
  • Handling of customer and prospect data has to account for privacy law wherever the buyers are located, GDPR for prospects in the EU and CCPA for prospects in California being the two most commonly triggered, which affects how a vendor can store and use lead data.
  • Content aimed at a technical buyer, an integration guide or a comparison page against a named competitor, converts differently than content aimed at an executive buyer, an ROI case or a pricing page, and a single blog strategy rarely serves both well.

Scope boundaries

Name the channels in scope: content and SEO, Google Ads, and any review-site presence management on platforms like G2 or Capterra. State the funnel stage the program targets: top-of-funnel awareness content, mid-funnel comparison and integration content, or bottom-funnel conversion work on the pricing and demo pages.

Out of scope unless separately priced: outbound sales development or cold outreach, which is a different discipline from demand generation, and any paid placement fee charged directly by a review site, which is billed separately from the marketing agency's fee. Confirm whether the vendor works with a product-led, sales-led, or hybrid go-to-market motion, since that changes what a lead even means for this business.

What the vendor must be given

Manager-level access to Google Ads, analytics, and your CRM, not primary ownership, and read access to product usage data if trial activation and engagement data will inform campaign targeting. A defined data-sharing agreement that respects GDPR and CCPA depending on where your prospects are located.

A current view of your ideal customer profile from both the technical buyer's and the economic buyer's side, and a list of named competitors you are comfortable being compared against directly in content, since that is common practice in SaaS content but not every company wants it. A named product marketing contact for technical accuracy review.

Ownership and exit clauses

State that you own your Google Ads account, your website and domain, your CRM data, and every piece of content produced under the contract outright, with the vendor added as a manager or collaborator, never the primary account holder. Review-site profiles, such as a G2 listing, should remain under your company's own administrative control at all times.

On exit, require full handover within a set number of days, including any campaign performance history and audience segments built during the engagement, delivered in an exportable format rather than locked inside the vendor's own reporting tool.

Milestones and acceptance tests

CRM and analytics integration confirmed within the first two weeks, so lead source data flows correctly from day one. Initial content and campaign structure separated by funnel stage and buyer type within 30 days. A defined process for tracking trial or demo activity through to a closed, paying account, not just through to a sign-up.

Acceptance test at 90 days: can the vendor show pipeline and closed revenue, or at minimum trial-to-paid conversion rate, attributable to specific campaigns, not just top-of-funnel traffic or raw sign-up counts presented as the result.

Scoring rubric

Weight bidders toward SaaS-specific fluency, not general B2B experience alone.
Understanding of trial-to-paid or demo-to-close metrics and how to report them, 25 percent.
Content strategy across technical and executive buyer types, 20 percent.
CRM and product analytics integration capability, 20 percent.
Price and contract terms, 20 percent.
References from other SaaS clients, called directly, 15 percent.

A bidder who reports success only in raw lead or sign-up counts, with no reference to conversion further down the funnel, should lose points here regardless of the pitch.

Questions every bidder must answer

Require written answers.
How do you track a lead through trial or demo to a closed, paying account, and can you show a sample of that reporting?
How do you build content differently for a technical buyer versus an economic buyer on the same buying committee?
What is your approach to review-site presence on platforms like G2 or Capterra?
How does your data handling comply with GDPR or CCPA depending on where our prospects are located?
Who owns the Google Ads account, the CRM data, and the content produced once we sign?
What happens to our campaign history and audience data if we switch vendors?
